Chartered Engineer in the US, UK and Canada. Has a high profile and reputation in
maintaining safety and health in all aspects of project work from design through facility
acceptance. Believes firmly that the only truly successful project is a Zero Accident Project.
Has a record for keeping projects on schedule and budget. Has hands on experience on
major Chemical, Petrochemical, Refinery, Rail, and Industrial projects.
SUMMARY OF EXPERIENCE
May 2006 to present:
GFL Consulting Associate consultant working part time with Versa/SWAT in the preparation
of bids for refinery modification projects, a bio-diesel project. Has also worked at Genetech,
Vacaville, on miscellaneous projects in support of facility operations.
1987 to May 2005: Bechtel Senior Project Manager/ Project Manager
Was assigned to the Network Rail West Coast Route Modernization (WCRM) project based
in Milton Keynes, UK October 2003.
Project Manager for Rugby Station Early Works - October 03 to July 04. Managed
implementation contractor Carillion and design contractor Scott Wilson on this enabling
work scope comprising 22 point ends and track renewal and associated signalling and
OLE at Hillmorton and High Oaks. Interfaced directly with the public at the sensitive
Hillmorton access. Also managed the definition of the scope of work by designer Jacobs
and implementation contractor Carillion for Northampton station. The project comprised P’
way, OLE and signalling modifications to enable stabling of Silverlink trains for the start of
the Winter timetable.
July 04, became the Project Manager of the Harrow and Wealdstone platform extension
project, which comprises the addition of 400 metres of new platforms and associated
signalling, telecomms and OLE modifications to meet the need to stop 12 car trains at
Harrow and Wealdstone station. Existing platforms were also brought up to standard for
sight-impaired customers. This project was behind schedule when I took over
management but was completed in an extremely tight time frame to meet the September 27
start of the Winter timetable.
Previously was assigned to the WCRM North West area based in Stockport/Manchester.
Responsible as Network Rail Project Manager Engineering for the Designated project
engineering function on the £400 million Route 7 Alliance project. Also managed the Multi
Function contractors in preparation of master plans for Routes 7 and 8
Previously was seconded to BP to prepare the Project Execution Plan for the $4 billion
Azerbaijan-Georgia-Turkey pipeline project. Recently has prepared and reviewed
procedures, which bring Bechtel core processes into the work processes to be utilised by
Bechtel Rail on its worldwide projects.
Earlier was Bechtel EPC Project Manager on Internet Business Exchanges (IBX) for Equinix
Corporation, USA. Responsible for sites in Eastern US with a constructed value of $250
million. The Equinix project was one in which “First to Market” was key so schedules were
very aggressive. The facilities were designed for 100% operational reliability. Construction,
testing, and commissioning was performed at live operating facilities requiring very close
co-ordination with client operations for possession of the facility. Subcontracting strategies
were driven by the scope, type of work, local labour conditions and availability. Contract
types utilised were both lumpsum and cost reimbursable, union, and non-union. I was
responsible for the oversight of all of the engineering; the setting of the subcontracting
strategy; the approval of all procurement and subcontract commitments; the oversight of
construction execution; the safety performance; management and settlement of
subcontractor claims and backcharges; management of client change orders.
From 1985 to 1990 was project engineer on the Syncrude coker fire, a major lawsuit
brought by Syncrude against a number of contractors including Bechtel. I worked directly
with Bechtel’s outside counsel in doing technical analysis and assisting in assembling the
Bechtel defence case.
Additionally I have over 25 years of experience with Bechtel both in project and engineering
management; have managed all aspects of projects up to 700,000 jobhours and $800
million with workforces of up to 350 people and several hundred pieces of major
equipment. Contracting scenarios have varied from lump sum fastrack projects and
reimbursable work in both union and non-union arenas. As a project manager I have been
responsible for: client relations, the on project management of engineering, procurement,
contracts, cost and schedule and construction; the setting of contracting plans; the
commitment of subcontracts and major items of equipment and bulk materials; the
management of cost and schedule; negotiation and settlement of claims from
subcontractors; negotiation of change orders to the prime contract; co-ordination with
governmental environmental agencies.
1972 to 1987 Project Engineering Manager/Project Engineer
As a Project Engineering Manager/ Project Engineer I was responsible for all aspects of the
management and execution of engineering work on projects. I was directly responsibility
for: planning and scheduling work, staffing, ensuring efficient execution; preparation,
reviewing checking and approval of engineering calculations, designs, specifications and
drawings; preparation of subcontract and material requisition scope; evaluation of bids;
recommending (and in some cases approving) commitments for subcontracts and
equipment; liaison and resolving construction problems; client interface; project closeout.

EARLIER MAJOR PROJECT HISTORY
I was Project Manager for the $300 million Naphtha Cracker Complex for Haldia
Petrochemicals Limited grass roots complex near Calcutta India. Managed three major
international EPC contractors from engineering through to mechanical completion and
precommissioning. Cost increases for changes were managed and negotiated to less
than 2% of the initial lump sum contract price.
Project Manager for the Tengiz Chevroil debottlenecking project in Kazakhstan, this project
comprised more than 40 significant individual work packages which successfully increased
the production capability of the facility. The work packages required careful scheduling
since we only had possession of the operating facility for limited amounts of time, the
possession planning started six months in advance. Each work package was very closely
planned to anticipate equipment arrival and installation in the operating facility.
Project Manager for the Crude, Hydrotreater and Coker complexes ($800 million) for the $4
billion refinery complex for Reliance, North of Mumbai, India;
Project Manager of several environmental projects up to approximately $100 million each
where implementation US EPA regulations was mandated for clean up of Hazardous waste
sites.
Earlier I was Project Engineering Manager for the $700 million Prudhoe Bay, Alaska Oil field
gas/liquids separation modularised plant. I managed the engineering of multiple units to
support the construction schedule required to make critical barge shipment date to
Northern Alaska.
Project Engineering Manager for the $120 million Arco Petroleum coke calciner project,
Washington, US.
Project Engineer for the $800 million refinery upgrading units on the $1.8 billion Syncrude
Tar sands plant in Alberta, Canada. Managed engineering through mechanical completion
including the resolution of construction problems on this direct hire project.
Project Engineer for the refrigeration, liquefaction and steam production units at LNG plants
in Badak and Arun, Indonesia;
Project Engineer for Octane improvement projects including alkylation, hydrotreating, CO
boilers, sulphur and amine units.
