Guillermo is the Principal of GFL Consulting’s construction dispute resolution and project
management practice in San Francisco, CA. He has managed the preparation and defense
of numerous construction claims involving both schedule analysis and the calculation of
financial damages, in addition to several multi-million dollar projects. Guillermo has a 18
plus years of hands on experience in the construction industry, has worked both, within the
US and internationally, and has held positions as an Engineer, Scheduler, Estimator,
Contract Administrator, Contracts & Claims Manager, Director & Partner for several world
class organizations.
Relevant Experience
Prepare schedule analysis for a multi million dollar university facility in Cairo,Egypt. The
project contained 13 individual multi purpose buildings, landscape and complex
coordination with concurrent operations.
Performed schedule, cost and contract analysis, in cooperation with other litigation
advisers, for assertive claims large mining and metals Claim in Trinidad and Tobago.
Performed schedule and cost analysis on behalf of the general contractor for a $30 million
assertive claim on a delayed coker power plant in Texas.
Assisted counsel in preparation of assertive petrochemical project claims and
crosschecked costs analysis prepared by construction damages litigation consultants on
behalf of a large construction private company.
Responsible for managing 30 plus anaerobic digester projects. Monitor progress of project
at all stages. Administer project budget & approve expenditures. Maintain quality and cost
control. Develop and implement policies and procedures. Ensure compliance with
government regulations, engineering drawings, and customer specifications.
Prepared claim resolution strategy and performed cost analysis of a $26 million claim on
behalf of a general contractor joint venture in a $100 million + public highway project in Utah.
Performed schedule and financial analysis on behalf of the owner of a large building project
in Riyadh, Saudi Arabia. Authored reports about current project conditions and future
recommendations for project success.
Analyzed financial damage claims, submitted by specialty contractors and advised general
contractor on fair settlement practices on 4, $50 million high security building contracts
around the USA.
Performed cost and claim analysis for a pipeline project for a public US owner in California.
Helped develop settlement strategy, performed cost and scheduling analysis, prepared
presentation and participated in mediation.
Assisted counsel on claim preparation strategy and performed schedule analysis on behalf
of the general contractor for luxury hotel facilities in Colorado & Wyoming.
Prepared schedule, cost and contract analysis & directed claim resolution meetings, on
behalf of the GC, for 2 large highway projects in CA.
Analyzed project records (contracts, purchase orders, financial statements, schedules,
change orders, etc) and develop the strategy for a $16 million assertive claim by the GC on
a large delayed coker power
plant project in Louisiana.
3 years of hands on civil structural engineering experience on design and construction of
petrochemical plants. Including Trinidad’s LNG plants
Performed project commercial status reviews for 2 multimillion dollar mining jobs in Latin
America, prepared final report and advised general contractor about best practices and
problem areas.
Perform project commercial audits on numerous petrochemical projects for a multinational
construction company worldwide.
Advised a large telecommunications General Contractor on prime and sub-contract
formation & administration best practices for the build-out of 50+, $60 million database
centers in several US states and Europe. Assisted in preparation of the multi project
commercial strategy, performed hand on contract administration and formation duties in 5
data centers located in the US, and lead a team of project experienced personnel in
settlement negotiations with problem subcontractors and
the owner.
As a contract administrator for the General Contractor prepared, negotiated and settled
prime contract changes and subcontractor’s claims for a large Petrochemical project in St
Croix, USVI. Lead subcontracts closeout efforts and assisted construction field
management team in prime and subcontract
formation and administration.
Performed project commercial audits of a large multinational construction company on
behalf of KPMG. Audited and analyzed large petrochemical projects records in order to
determine fair value of contracts and assess return on outstanding change orders and
claim.

Background
Prior to founding Guillermo F Luzardo LLC, Guillermo was a Founding Member of RLS
Consulting, LLC, Director for FTI Consulting’s Construction Dispute’s Practice, Manager for
KPMG’s Dispute Advisory Services Practice & Contracts and Claims Manager at Bechtel
Corp’s Legal Department. Guillermo started his career as Structural Engineer in Venezuela
where he holds a professional engineer’s license. In 1995 he joined Bechtel’s
Construction Company and held positions as a Construction Engineer, Scheduler,
Estimator, Contract Administrator & Contract Manager before moving to Bechtel’s Legal
Department. He has a BS in Civil Engineering form Universidad Metropolitana in Venezuela,
and an MS in Construction Engineering and Management from Stanford University. Fluent in
Spanish.
